Find the building authority for the property before choosing a permit form or applying a window rule. The KC metro is not one permitting jurisdiction. Use the sources below to start a property-specific inquiry, then confirm the proposed use, adopted requirements, application type and inspection sequence with the responsible office.

What should you tell the permit office?

Describe the actual change: a new opening, enlargement, replacement, well work or a basement-bedroom remodel. Include the address, intended room use and whether you expect to change the foundation, exterior grade or existing drainage. Ask what documents the authority needs to determine the permit path.

Keep a dated record of the answer, including the project described. An answer about a same-opening replacement may not apply after the project grows into a new bedroom and a foundation alteration. If the scope changes, update the question before relying on the earlier answer.

For Kansas City, Kansas, and Missouri suburbs outside KCMO, establish the responsible municipal office separately. This table does not verify every metro jurisdiction, permit fee or current local amendment. A city omitted here is not an area where permits are unnecessary.

Why can two official handouts appear to disagree?

Documents can be published at different times, summarize different conditions or remain online after other guidance changes. Read the printed revision date and applicability language, not just a search engine’s publication date. When a discrepancy affects product selection, ask the authority to resolve it before ordering.

Lenexa provides a concrete example. Its April 2019 egress handout describes a grade-floor area exception, while a separate basement-finish guide uses different wording involving grade or below-floor openings. KCMO’s online basement bulletin carries a 2020 printed revision date even though it is still linked in current city resources. Distinguish its published guidance from a fresh property-specific determination. The main guide labels the dimensional table by source rather than calling it a universal Kansas City rule.

Is a model code or manufacturer label enough?

No. A national model code, local adoption and a product specification answer different questions. The model code provides provisions, the authority determines which adopted provisions and amendments apply, and the manufacturer documents a product’s characteristics and installation instructions.

For example, BILCO’s product information refers to a recent IRC edition and also tells readers to check local adoption. That is a useful boundary: a product marketed for emergency escape still needs to be selected and installed for the actual project. BILCO product and code information.

What should the permit inquiry resolve?

Use this list as a conversation sheet:

  1. Which office has jurisdiction over this parcel?
  2. Which permit or application type covers the stated work?
  3. What existing-and-proposed drawings, product data or structural details are needed?
  4. How is the proposed opening classified, and which dimensional criteria apply?
  5. Does the intended sleeping-room use change the requirements?
  6. What well, cover, deck-clearance or exterior-access conditions need review?
  7. Which inspections must occur, and what must remain visible for them?
  8. Who can apply for the permit and perform the work under the applicable licensing rules?

Add the answer to the written scope used for contractor estimates. Avoid treating a verbal statement about another property as a design detail for yours.

What happens after the permit is issued?

Keep the permit documents and the contractor’s scope consistent. If a product, opening or drainage arrangement changes, ask whether the authority needs updated information before the change is carried out. Record inspection requirements and responsibilities in the project schedule.

Permit issuance, inspection results and final approval are separate records. Retain each applicable document rather than assuming that an application number proves the work has been accepted.
